The Impact of Non‐tariff Barriers on Trade and Welfare

Deep trade agreements are widespread and have taken the world beyond tariff liberalization in goods trade. As importance of global supply chains services sector increased across world, shallow reductions gave way to deeper commitments that address non-tariff barriers behind border This paper shows deep agreement increase by 25% for even more services. Taking reduced-form estimates a quantitative model enables general equilibrium analysis welfare impacts agreements. We find China, India, Eastern European bloc benefited most from since Uruguay Round. While large share gains Europe come during its accession EU, China India largely reductions. Applying framework ex-ante UK's departure deepest suggests potential benefits UK may gain, post-Brexit, future with EU selected non-EU partners would not offset losses leaving EU. Overall, contributed over 40% globally so advanced economies.
